Until 1975, the national private sector, dependent on agricultural subsistence and the exchange market of products, practically did not exist and had no capacity to organize itself annually.

In 1982, as a result of the implementation of basic infrastructure creation and development programs promoted by the Indonesian administration in the territory, the Governor of Timor-Leste, Engineer Mário Viegas Carrascalao, appealed to the Timorese to establish their companies and also to enjoy privileges in order to participate in the economic development of the nation.

With this, a consciousness emerged among the marginalized sectors of society that responded to the Governor's appeal and recommendations, establishing companies that successfully participated in the learning process in the business world.

Moving forward, organized business classes that already existed in Timor-Leste became promoters of the national private sector in our time.

On February 16, 2009, the Minister of Tourism, Commerce, and Industry, Dr. Gil Alves, addressed the President of the Timor-Leste Business Forum with letter no. 49/GMTCl/ll/2009, on the following topics: Request for opinion and collaboration regarding this project to create the Chamber of Tourism, Commerce, and Industry.

Then, on December 28, 2009, in the Council of Ministers' Room, Prime Minister Xanana Gusmão requested the urgent creation of the Timor-Leste Chamber of Commerce and Industry.

Thus, in January 2010, in the Delta Nova room, in Sorumutu National, with entrepreneurs from all districts, a review of the statutes of the Referendum Package was conducted, and the Prime Minister officially expressed the urgent need for the immediate establishment of the Timor-Leste Chamber of Commerce and Industry.

The Chamber of Commerce and Establishment was created on April 17, 2010, born out of the need and desire to give voice and representation to the private sector of Timor-Leste.

They participated in the National Congress, where entrepreneur Júlio Alfaro was elected as the First President of the Timor-Leste Chamber of Commerce and Industry.

The first elected President of the Timor-Leste Chamber of Commerce and Industry took office on April 17, 2010.

Delegates from the Business Association and Business Delegation from 18 districts and sub-districts of Timor-Leste.
